The problem with not paying points for wargear is that it actually makes min-maxing more important.
Before if you didn't care and just slapped whatever weapons on a unit it was largely fine, because the worse guns cost less and it should in theory even out over a list. Now, you slap a worse gun on you're paying for the better one so you unit is now just objectively worse for no reason. Across an entire army you could lose a lot of effective points doing this.

yeah this is objectively a *good thing*. non-competes for non-senior leadership are intentionally leveraged to decrease worker mobility, as well as indirectly decreasing wages.
Playing Fallout 4 again after so long I'm somewhat dissatisfied with my options.
For instance,
When it came time to check Kellog's house with Valentine, I couldn't pick the lock. So Valentine sends me to get the key from the Mayor's office. First I talk to the secretary and try to persuade her to just give me the key but she refuses. So then I talk to the Mayor and he won't give it to me either. There's an option to bribe them both, but... hell nah.
So I try pick-pocketing the key off the mayor, but he catches me and all hell breaks lose. I kill the guard and try to kill the mayor but the game won't let me.
So now I've got immortal enemies trying to kill me in the game's major hub city.
What kinda Fallout game doesn't let me resolve a problem through the use of naked force?
