Call for budget submissions
The most recent round of funding increases free up some much-needed capital to cover expenditure and expand the capabilities of this organisation. Frontline soldiers will have already noticed the changes to requistion and deployment of field equipment, and construction has started on adding a hangar to Happenstance base, providing some much needed Interceptor cover to the American continent. However, there is still much more that can be done. A number of options have been put forward by senior staff that are now in the evaluation process.
As this organisation now houses the most expert and experienced body of knowledge regarding Extra-terrestrial denial techniques, management is publishing the options internally and asking for your input on the proposals.
Option 1: Expand Research and Development Capability
While our Science team continues to make signifcant and real progress in analysing the Alien threat, our capacity is limited by the amount of available space for the scientists to work in. Expanding the labs, hiring new research fellows and increasing the living quarters at Wubble Woo base would allow for research to be completed at a greater rate, and also allow for more study into non-priority subjects (such as Alien Autopsy and Non-weapon artifacts).
Option 2: Expand X-Com Global Coverage
X-Com currently has facilities on three continents capable of detecting UFOs in most of the Northern Hemisphere. However, this leaves the Southern hemisphere (including X-Com member nations Brazil, South Africa and Australia) reliant on Interceptor Patrols or local reports for UFO detection. Construction of basic Hyperwave-based listening post facilities in one or more of these areas would greatly increase X-Com's ability to detect and respond to these threats.
Option 3: Increase Manufacturing Capacity
While X-Com production is currently sufficient to meet internal requirements, the industro-military complex of our funding member nations continues to agitate for increased access to X-Com technology. As per the X-Com UN Treaty, manufactured items may be sold under charter to partner nations; increasing our manufacturing capacity would allow us to access a stable revenue stream independant of member funding. While not directly achieving the X-Com goal of detering UFO activity, increased capital would (eventually) allow us to increase X-Com Anti-Alien capability in future.
Should you wish to comment or show your support for one of these options, you can indicate your preference by selecting Option 1 (Science), Option 2 (Bases) or Option 3 (Manufacturing) and submitting feedback to the discretionary budget allocation secretary.
We don't seem to be overextended on manufacturing just yet, our ground-pounders seem to be able to kill these Xenos well enough. I figure we can start pumping more and more into that sector after we've removed our blind-spots.

Extra bases would be nice, yeah, but we gotta be sure we can take down the enemy in front of us before we go off looking for new ones. What did you sign up as?
By increasing our understanding of the alien threat we can design better methods of killing them. Also by studying their artefacts we can make use of the stockpiles we already have. Finally, the Russians have been doing psychic research for years. Perhaps our Elerium enabled studies will allow us to make breakthroughs.
One thing I hated about this game was storage, how if you weren't on top of it you could run out of space. It wouldn't tell you were full unless you tried to add something to it. Stuff brought back from missions would continue to pile up, well past the cap. There's nothing like finding out you can't rearm your Avalanch launchers because you have too much crap.

I love this idea, I'd rather not request that I get a heavy plasma rifle or blaster launcher if I have trouble lifting a laser rifle.
