Have you tried going to the skill tree menu and equipping it there?
Well it's still in my inventory - I've already used a handful of these things, I know that you use the item in your inventory and it disappears and then you can equip it on the skill screen. But when I go to use this one from my inventory, it doesn't work.
EDIT: Ohhh I bet I know what it is. It's probably like the ammo type storage deck upgrades - once you use one of a certain color, you can't use another one, you have to get one of a higher grade. I was thinking that elemental artifacts are all the same and applying more copies levels it up (the artifact in question is explosive elemental, of which I have lvl 2), but they're probably like the SDU's. If that's the case, I believe the level is indicated by the color of the artifact. Like with the SDUs, first you find white ones in the ammo machines, and then green ones.
If someone wants it, let me know.
I can get a discount on the retail version. Is there any reason I would want to forego said discount (15%) to get it on steam?
Also, should I be concerned about performance on the PC version? I'm not worried about my machines muscle, so I wouldn't even bother with specs, but what I'm saying is, I play games like COD, Oblivion, Burnout Paradise, Arkham, SFIV, DoW2, etc, with settings either maxed or maybe a couple down a notch or 2, and the games run like a console game. But a few gems in my collection, such as Sacred 2, just aren't up to par. Suffer from crippling performance issues up to and including frequent crashing. I'm on Win7RC.
Surely something better has to come along soon.

I am a bit worried about how my system will do though. I'm fine on RAM, but my CPU is single core and I recently had to (hopefully temporarily) downgrade from a 8800GT to a 7100GS (I'm hoping my DVI cable is messed up and not the card itself). I'm getting a new DVI cable from Monoprice soon, so maybe that problem will get fixed soon
People have mentioned previously that for these scavenger quests, the map is bugged and that the objective dot only points to the pieces correctly if you pick them up in the order the map wants you to.
I have found this to be untrue - I was doing the revolver quest myself and picked up the piece right on the dot, and the dot didn't move. Edit for clarity: The quest dot just shows you the vicinity. Unlike other quests, for the "find the pieces" quests you have to find them on your own.
There is no bug at all with these quests and people are simply wrong. In scavenger quests the map marker does NOT point you to the pieces individually, the entire point of these is that you have to figure out where they are based on the general location.

True, but we all want to experience the game at the same time. They are long time gaming friends, and when one of us pre-plays a game, it just isn't the same. You know, "Oh wait, watch this, this is going to be awesome." It just ruins it in some ways.

It has never done that for me once in any of those quests actually and I've basically been playing the game twice back to back (SP and Co-op with my flatmate).
i even checked that last place and didn't see it, but i will check again
It is buried right in the front part of it. Jump up on it and look down everywhere on it until you see the green light. I've never noticed the marker for any of those items move or even change position. They've always sent me to a general location but never the pieces themselves. I've done all of them twice and never observed this, the first ones are really easy though. It could just be I have awful luck, but I don't believe so.

This really is a strange game. It is SO INCREDIBLY AWESOME...
but there are rather a lot of areas where it could have used more refinement.
i.e. the final boss, and various minor interface woes.

Yeah, I had to take a while to figure out how to control the inventory/map/etc pages and vendor lists. I wouldn't call it abysmal, but yeah, it was counter intuitive.
The first one I found was a repeater around level 19 with unlimited ammo and a clip size of 20. No other bonuses and it had crap damage.
