also the irony here is many of the people here in Massachusetts like myself are enjoying free state run health care. so really, while the health care bill doesn't really effect us, apparently everything north, west, and south of Brookline decided to fuck over the country.

It was a compromise to keep negotiations over writing the new constitution from falling apart.
Basically, back in the late 1780s, when the constitution was being written, every state wanted to exert as much influence as possible in the legislature. Therefore, the big states said that the number of seats a state gets in the legislature should be determined by the state's population. The small states, fearing they would become marginalized, pushed for a legislature with a fixed number of delegates per state.
As a compromise, somebody suggested that we have both.

But in the days after the election, it is Kirk’s status that matters, not Brown’s. Massachusetts law says that an appointed senator remains in office “until election and qualification of the person duly elected to fill the vacancy.” The vacancy occurred when Senator Edward Kennedy died in August. Kirk was picked as interim senator by Governor Deval Patrick.

There are two separate elected houses as part of a compromise reached between states with larger populations and smaller populations when the country was founded. Smaller states didn't want to join a union with the other ones if it meant that they would be politically powerless and the larger states wanted to have their majority mean something.
There were other compromises too but they were less popular in retrospect.

Well, it's true that members of the military are more likely to have a medical condition that was a result of employment by the government than anyone else. That's just kind of the nature of it.
