The rankings listed above are based on what was originally intended to be an approximation of Condorcet voting, but which I’m told is actually closer to the Borda count. In my Borda-ish voting method, each vote cast for a game gives that game a certain number of points. If someone ranks a game #1, that game gets 20 points. If they rank it #2, the game gets 19 points. If they rank it #3 the game gets 18 points… and so on. I have a script that checks a couple of alternate ways of ranking the same data, though.

The voting process will be the same as mcc's Game of the Year polls, with the exception that each ballot will be allowed 25 games. You will have to make incredibly hard choices that will try your soul and rock the fiber of your being. Do not be dissuaded, however, as the cream will rise.
Remember, you are voting on the the entire game experience, including any expansions, DLC, or official patches that added to the game. Essentially the Warchest, Ulitmate or Director's Cut of each game. For ease, all major retail additions for a title have been added to its listing. You may also take into account any ports, for example the Wii controlled edition of Resident Evil 4 can be used in your decision to rank Resident Evil 4.

How was this list originally compiled?
Every year that MCC ran a Game of the Year thread, from 2004-2009, the top 30 games were automatically added to the nominations list. For 2000-2003, Gamerankings and Metacritic were utilize a class from each year of the 30 best games.
What is the criteria for Ports, and Expansions?
Ports: For better or worse, all ports of a game are compiled into one title for that game, pending the original game was released during the decade as well. For example, Pokemon Fire Red and Leaf Green were omitted due to being a port of a game from 1996. Comparatively, Resident Evil 4 Wii is considered to be the same as Resident Evil 4 for the purposes of this list. As long as the majority of the plot remains unaltered, we will consider them one and the same.
Expansions and DLC: Any expansions or DLC available for a title produced during the past 10 years is considered part of the entire experience. World of Warcraft and its expansions are considered one complete package.
I am dissapointed that Little King's Story is not in there, but I can accept the rule that only the top 30 games of a year are added. Otherwise, pretty good list.

I did not miss that, I just said that I accepted the rule that only the first 30 of a year get accepted. If a game came below the first 30 places, how much chance would it make against all the games that came above it? All that would do is clutter the list.

It was my way of saying HL2 is amazing, mainly because it's the reason so many amazing games exist. The L4D games, TF2, CSS, Portal, Garry's Mod, (to a lesser extent, games like Vampire Bloodlines) and a ton of other user made mods. I feel that HL2 was very important to gaming this decade.

If George Lucas hadn't made a ton of money with American Graffiti, we wouldn't have Star Wars or Indiana Jones, but that doesn't make American Graffiti the movie of the decade.*

And will we have more than 20 slots to vote? I don't know about anyone else, but I couldn't even begin to think about the current generation, much less the whole decade, without at least 50.
Also, it's kind of odd to have Wolfenstein: Enemy territory on the list instead of Return to Castle Wolfenstein?

To be fair, I think the nominations list (with all the ones I'm about to add) is incredibly solid as it stands (or will stand when I add another 50 titles that I got PMed, but you're more than welcome to want to throw more esoteric titles on it.
I was considering asking mcc to allow 30 votes instead of the normal 20, due to the size and notoriety of the list. 50 is far too many choices, as it is 1/8 of the list and you have to account for people not wanting to sort a list of 50 titles for 3 hours.
I expect an incredible discrepancy in the voting results in either case.
Pac-Man:CE is there because it's perfect, Siren is there because I can't nominate Siren 2 (only in Europe & Asia), and Half-Minute Hero is there because I really really liked it. The other 3 are there by virtue of being the best their genres currently have to offer (hack & slash RPG, dual stick shmup, and tower defense).

And man, Sooo many great games in 1999 that just missed the cutoff. Seriously, I think that 99-00 is the best back to back year combo for games

EDIT: Question: Street Fighter III Third Strike was released in arcades in 1999, but the home version of the game was released in the year 2000. If it qualifies then I'd like to nominate it, but it it gets lumped together with the earlier SFIII titles (relesed in '97 for arcades and '99 for Dreamcast) then I'll understand it no being included.
