Windows 7 Program Keyboard Shortcuts

Hey guys, just bought a new computer with Win 7, and while mostly ambivalent towards the new OS (especially after taking an evening to figure out how to migrate a GFWL local profile) I took notice of a feature in the help system which said that I can set up keyboard shortcuts using ctrl + alt + whatever to start programs. This is a feature that seems right up my alley, but unfortunately I can't seem to get it working. I set up the shortcut as it instructs (create a shortcut to the program's .exe and add it in under the shortcut's properties) the shortcut doesn't seem to actually work. I press the buttons, nothing happens.

It's a bit tough to find info about this online, so I was wondering if anybody had any experience with this and could offer some help.
