What it comes down to is that Adobe wants Flash to get popular with devs who want to target everything.
Then developers aren't targeting iPhones or androids or symbian or windows phones, they're targeting the Flash platform, which lets Adobe smear all the different phones and OSes (devs can only target the common features of everything) into one mediocre blob, and Apple et al lose out because nothing has different apps with different features than anything else, you're just out to buy the cheapest Adobe Flash end-point.
Apple is not surprisingly uninterested in ceding all competitive advantage and becoming a vendor for Adobe's crapass, lazy platform
