Out of curiosity, what would it take to obtain the right to have music on a website not unlike last.fm or pandora.com?

Would each label have to be approached separately? Also, approximately how big of an investment would it be to have a semi-complete offering of tracks?

    You generally approach RIAA or similar "broadcast" licenses, not individual labels.
