You should turn the breaker off as a precaution. You can potentially siphon water out of the tank, even if you're using the cold taps exclusively, and without water to replenish the tanks the elements run the risk of being exposed. If those things touch air while they're live, they'll instantly burn out, and then you'll have to call the plumber back in to replace them.
Alternatively, you can wrap a condom around the faucet spout. The latex will form a seal and keep any more water from coming out.
