Word on their forums seems to be that the build has been submitted to Valve and waiting for them to put it on Steam.
That is correct. The files were submitted to valve with an e-mail asking for a Friday 10th of September release but the release hasn't happened, so it is likely the files for 1.3 will be released on Monday 13th September.
Edit: The current steam version of Dystopia will automatically update, so if you like you can save yourself some time by downloading the current version from [URL="steam://run/17580"]here[/URL].
If you want to play just vaccine you can.
I'll keep the thread updated on the status. Yeah, you should come and join after 1.3 is released.
Edit: Whilst you are waiting have a listen to the recently released Podcast 17 episode, it has an interview with one of the developers of dystopia in which he talks about dystopia and a little about what's next.
