Walter from Hellsing (TOTALLY SOLVED)

There isn't an anime thread so I had to turn somewhere

In the old hellsing anime (not hellsing ultimate) there used to be a little clip of Walter, drawn in a cute way, saying ridiculous stuff. I swear it was either before or after each episode
Does anyone else remember this or am I completely insane?
I cant seem to find any proof it existed
