I've found mixed reactions to that statement.
i think 'industry insiders' vote and there's a vote total or percentage of votes that they have to reach to make it. so as many people get inducted as make the vote mark.
also tom waits has been eligible for like 12 years so i don't really see him getting in, honestly. not yet at least.
What did Donovan do other than Sunshine Superman, and Mellow Yellow, and Season of the Witch, and Atlantis... okay I guess that's sort of a large number of songs.
