2-8: Bills
3-7: Vikings, 49ers, Cardinals
5-5: Seahawks, Raiders, Titans, Dolphins
I left the Panthers off the list because I think they're gonna try to see if Clausen develops. But out of those teams, each one of them have no QB of the future. Only the Dolphins and 49ers have potential in Henne and Troy Smith in the long term.
The Bills are fucked in all kinds of places, not just QB. They might focus on their defense and offensive line in this draft before anything else. Fitzpatrick has played decent, even if he's not a long term solution, that they might be able to ride him for one more season.
The Vikings and Cardinals both have solid cores at WR and RB. The Vikings have an aging defensive line and some meh linebackers, but the thought of Newton, Peterson and Harvin all running all over the place is quite frightening. The Cardinals could use some help on their o-line but god damn are they bad at QB. Both teams have solid WR and RBs that could ease the transition for a rookie QB. The Raiders and Titans also fall into this category.
The Seahawks, on the other hand, have little talent on offense aside from Carlson. Williams is having a resurgence at WR but there's no running game to speak of. They need to get a whole lot better in a whole bunch of places. They're probably in a similar situation as the Bills, in that they might wait for a more solid pocket QB before drafting one.
So with all said, my pick is the Cardinals. The Vikings could be gunshy on a scrambler QB after their disappointment with Tavaris.
People feel sorry for the Cowgirls and want to give them a handicap?
There's a good chance of that. This off season will be interesting. Either VY gets traded in the '10 offseason or Fisher leaves at the end of 2011.
The way Bud sounded, Fisher isn't going anywhere unless he resigns. Interesting indeed.

There's a good handful of promising quarterbacks that could come out and I am guessing most will opt for the draft out of fear of possible rookie salary cap.
