In a 1v1 fight or skirmish, the problem is that they're actually pretty horrible compared to other weapons. Basically, they could put them in, but because TES is not an RTS, the advantage of the spear would never be realized and they be either 1) shitty and unfun weapons 2) the best weapons if you can back pedal and abuse their range.
I think it'd be cool if they were in as the former, just abundant cheap weapons and also as an atmospheric thing (certain guards, argonians, etc. wielding spears).

I swear to god this is the same thing that went on elsewhere when Oblivion was announced/info-dumped. Folks going on about "no spears".

Are they voiced by Sean Connery? No? Then I don't care because speeeeeeeeaaaaaaaaars
(On second thought, don't mention it to Bethsoft. They might get ideas.)
On the gameinformer video info things on Skyrim, the Sound of Skyrim section mentions that they're looking for a deep, gravelly voiced VA to do the Dragons. So Connery would be out, I think.
