drought allows for permanent sunny day, and drizzle gives you permanent rain dance (unless they're interrupted by another weather condition or a cloud nine user)
until gen V, only Groudon and Kyogre had them, but now ninetails and politoed can as well

takes no damage, attacks are no longer increased or decreased in strength, and abilities like swift swim and sand veil stop coming into effect
the weather doesn't end. once sand stream / drizzle / drought are in play, the battle can only be returned to "normal" weather by using another weather move and having it expire normally

So my roommates, who both got HG and SS respectively a few months ago, blasphemed Chinchou. "It's useless ... worst typing ... " etc. I tuned them out in rage, now I'm set to breed and raise the mightiest Lanturn they've ever seen. At least, they will once I switch in on a Electric attack and they'll all be 'ohhh noooo' and I'll be Yesssss

Electric Water is good typing. Covers a few of the weaknesses of both good STABs and in Lanturns case it has an immunity.

Drought in general has two glaring weaknesses Ground and Fire.
Drizzle is a bit harder to deal with but that's why they make Kingdra.

from what I hear, they can be very powerful
Drought- Permanent Sun
Nintales Gets it as a Dream World ability
Drizzle - Permanent Rain
Politoed gets it as a Dream World Ability.
Both make Weather teams beside Sandstorm viable.

until a different weather effect comes in, that is
so a drizzle team would have tons of swift swim pokemon, etc and a drought team would have solar beam users, clorophyll, that fire ability, etc
now, they werent a big thing until gen 5 because before gen 5 only groudon and kyogre had access to these abilities
but ninetales gets drought from dream world and politoed gets drizzle from dream world
so its a thing that could very well be accessible to non ubers teams once they release the pokemon in the dream world
