Cheap USB capture card?

I'm looking to use a cheap capture card to try and play PS2/PSP on my laptop. I've seen cheap USB 2.0 around, would it be possible to use them to play full-screen on my computer?

    It used to be that these things had a ton of lag. Okay if you're watching TV, not so hot if you're playing games. You may have to shell out for one that doesn't suck.

    Other folks may know better than me, though. A lot has changed in terms of processing power since I investigated this sort of thing. At least those inputs aren't high definition.
