Las Vegas is a young city, a place of dynamic, ceaseless change. In the course of a little more than hundred years it went from a resting place for Mormon pilgrims, a modern day Gomorrah openly ruled by organized crime, to a respectable vacation spot for a family that hopes to hit it big but more often than not, will go home penniless. Most would think beings centered around inertia and stability would avoid it like a hot, sunny afternoon. But they forget one key thing, Vampires are creatures of the Night and no other city comes alive at Night like Vegas does.
Until the 60's Las Vegas was a Carthains domain through and through. Most of the City's native Invicitus population up to that point was small, rural, and almost entirely unwilling to adapt to the rapid growth the city experienced in the 40's when organized crime developed the area into a gambling haven for Americans. The Carthians were not only willing to make these connections but were willing to expand and build their own infrastructure for the expected rise in the Kindred population as the City grew.
With the arrival of Howard Hughes, legitimate businessmen and the trail blazing Invictus vampires who followed them to Las Vegas caused power to shifted from the democrats to other the Covenants in the city. It finally cycled into Invictus hands, at the edge of a sword...almost literally, and specifically into Duke Jacques Pompidou's hands in the early seventies. An Ancient Gangrel vampire who used to be a French pirate sailing around the Caribbean during his mortal days, he knew how to plunder mortals pockets with both a real pirate ship or one of the fake ones in front of his two casino's on the Las Vegas Strip. During his reign the city experienced an unexpected peace thanks to his ability to compromise and share power with the other Elders and Covenants in the city. That has come back to haunt him however, as now his blood has once again grown too powerful and he feels the stirrings of Topor run through him. And the city is once again a ticking time bomb about to explode.
The Black Circle, Vegas' more powerful variant of the Primogen Council, comprised of one representative from each of the city's Covenants and the Prisus of the Nosferatu, a woman known only as the Queen of Shadows who rules the vast underground tunnels beneath Las Vegas, has begun splintering apart and forming backdoor deals and alliances. Vegas' Sheriff Virgil McMasters barely restrains the city from becoming an open blood bath, with the threat of reprisals from the Duke himself. But his deep sleep is coming soon and with it the peace has built will come to an end.
Your Coterie has formed during this calm before the storm, with all of you realizing the only way your weather this is to form a strong alliance with your fellows and navigating the political, and literal battlefield about to form in Las Vegas.

Also I personally love anime but any trench coat katana wielding dudes with anime names won't be accepted.

Are we allowed to pull anything from the clan books as well as the core book? Cause I have a cool idea for a nosferatu that uses a couple of merits from the nossie clan book.

I was going to take the Haunt merit from the nosferatu clan book, but it might be too much of a bitch to keep track of. (Haunt is a merit that makes you an unliving anchor for a ghost. So your vampire can have a ghost stuck to it for the rest of its unnatural life. Cool idea, but keeping track of its powers and influences might be tough)
Oh well, back to the drawing board.
Also, when you say standard creation +45 xp, does that already include the 15 freebie points they give you?
Nooope. You're looking at Vampire: the Masquerade. We're talking Vampire: The Requiem, which is an entirely different kettle of fish(with way better rules.) You'll need that and the World of Darkness corebook to make a character.

The radio warbled softly on the still cooling desert rock. The sun had set, but the stones still burned with the heat of the day. The last rays of sun had vanished and the desert floor finally dropped into true night. The sandy earthen ground rumbled softly, the dust and gravel sliding upwards into a man shaped figure. Sheets of dust fall away, revealing a man who truly looked like he just spent a night in the earth. Small clouds of dust burst from clothing and hair as he shakes himself into full consciousness, like a dog shaking off water.

Tipping his hat to the ground, another stream of dust pours from it. The dust never truly comes off, even days later. That is where the nickname "Dusty" came from. He spends at least one night a week out here asleep in the desert floor while the sun scorches the earth dead. He claims it's relaxing, but most people just assume it is one of those quirks that the dead tend to pick up. Dusty took a few steps up the ridge that looked down on an expanse of desert floor. There in the distance, like a rising sun, sat Vegas. Glimmering and shining in its glory. Home. For now.

Heading back down the ridge, he moves to down behind one of the large boulders. Removing the few pieces of well placed shrubs, he reveals the chrome of a scratched up motorcycle. He gathers his few personal items strewn about, including the warbling radio and a large acoustic guitar case, as the final step in his sleeping ritual. Unceremoniously, he tosses them into his saddle bags, the case strapped to his back, and sits astride his steel horse. With a practiced motion he starts the engine and turns his rumbling beast toward the rising sun of sin.
Bio:
As his name would suggest, his clothing is slightly dirty. Dusty has the look of eternally just getting off the desert road. A pat on his back can always be relied upon to send up a small cloud of the earth that clings to him. His long leather coat, while fashionable, also tends to hold his twin revolvers. Underneath the coat, his uniform is much simpler and low key. Heavy jeans, boots, and whatever shirt isn't currently bloody.
His background can be difficult for other Kindred to piece together. He is not a Las Vegas native, that is for sure. Dusty rode into town a few years back and has currently settled in rather nicely. He has made a reasonable name for himself by showing up to whatever city functions will have him and showing nothing but peaceful intentions. However, him tearing apart a rival who thought he could get a few brownie points from the Prince for destroying an "outsider" didn't exactly hurt his reputation either.
If asked about his affiliations, he describes himself as a "Lapsed Crone". He will also remind the asker that he still observes the high holidays, whatever they may be. He may also let slip that his sire was member, so by his reckoning that makes him one too.
Other than the occasional lie and barely true tale, Dusty doesn't talk about his past much. He came from back east, that much is for certain. Some guess New York, but his accent doesn't really pin him down anywhere. When talking about his sire, he uses the same tone that one uses when talking about a particularly hated ex. Generally, he avoids the topic of her entirely. He will mention that he has been heading west for awhile now and in occasional moments of wistfulness, he will let slip that he stopped in Vegas because he isn't sure what to do with himself once he hits the coast. California may be a place better left in dreams.
All in all, Dusty is a fairly calm fellow. He enjoys playing his guitar (occasionally along the strip for money), cards, and enjoying long rides in the dark on his bike. However, like most of his clan, his blood gives him a rather brutal hot streak that tends to leave carnage and bullet casings in his wake. He tries to turn this boiling rage towards those that actually deserve it, but these things are easier said than done.
Hooray, I got my sheet in by the time I said I would. I know the concept is a bit stereotypical, but once I got the idea in my head I couldn't get it out. Hopefully he will fit in with whatever you have planned. Let me know if it won't fit or if i fudged a number somewhere.
Also, Dusty has about 10 exp left over if someone wants to make a sweet haven somewhere.

Also Moose the concept might be a bit a generic but its nice! Also good call holding off on that ten points because it could go towards a communal haven or something.
That's cool, even if everything comes together the game isn't starting 'till next week anyway. I hope to get Rain here too and have more setting crap up by then anyway...
I have the the two main nWoD books, but nothing beyond that, as my friends preferred our OWoD games. What do you want for dice-rollers, etc?

As a side note, drive thru RPG has the V:tR book on sale for $14. You might need a special link for it though. I can PM it if that's the case.
The only thing it is missing is the sort of cool "End of Nights/Gehenna" metaplot, but past that I would say it is overall a pretty solid game/plot/system/whatever.
Actual stats are pg 168 for Weapons and Cars are pg 147. If you want more details on weapons and vehicles and whatnot, you could snag the World of Darkness Armory book.
As for buying them, some come with resource dot requirements, but in character creation i believe there is a little leeway given. At least I assume there is.
Like New Orleans and various other cities scattered across the world, New Vegas supports a vampire population much larger then its size would suggest. Unlike most of those cities this has less to do with happenstance or a pseudo mystical force at work (though that does play a part no doubt). No the reason Las Vegas touts a whopping 178 population - 108 in the city area proper - has as much to do with the tourism rate and Vegas well deserved reputation as a modern day Gomorrah, a den of vice and sin. Its city that easily sweeps aside and thinks nothing of things like black outs, weird marks on their necks (its considered kinky), and missing friends. Not just in drug dens and ghettos but in upper class neighborhoods as well.
The Kindred themselves are evenly distributing the Covenants (though it slightly silted in favor Invictcus, Lancea Sanctum, and the Carthians camps) and with the Deva taking up almost half of the cities clan population, with the rest split among the four other clans.

My Concept is "Bon Vivant Biker". He's a Gangrel of the Bruja bloodline. He rides a Harley and is having the time of his unlife in Vegas! 8-)
P.S. Sorry for the delay in posting this, I was expecting to get it to you at least a day earlier, but wasn't able to get Wi-Fi during my time out of town. The trip was awesome, though! I'm really looking forward to this game, it should be a lot of fun.
