Photo Editing Software Advice

I have recently gotten a new monitor. It is pretty and sexy and oh so attractive. That being said, I can now see things on it that I could not before with my netbook.
I have had long experience over the many years working with PaintShop Pro (I think it was 5 or 6 when i started with it), but sadly I do not have a copy of said program any longer. However, I would like to get some sort of photo editing program to use.
Limitations: My computer at this stage is a netbook. I have a 2Gb processor, and plenty of free hard drive space.
I was considering going for the newest PaintShop Pro, but all of the reviews that I found on it seemed to be highly negative. This has led me to thinking about finally biting the bullet and getting Photoshop.
Now, since I am not a big graphic designer and I only really want the program (at the moment) for color editing and other nifty things, I was looking at the Photoshop Elements program. I am wondering what people's opinions on that are, or should I go about seeing if I can get an older version of PaintShop that I am familiar with (I believe Paint shop pro 9 was the last one that I used).

It's a free alternative to some of the higher end image editors. It takes some getting used to, but there is a great deal of functionality there for the price of $0.
Photoshop Elements is what I would suggest. You can basically do everything you can with Photoshop on it, except things required for commercial printing, such as setting images in CMYK and setting up spot colors.
And, if you ever decided to move fully into Photoshop, it's just a step away. Also, PS Elements won't consume as many resources as the regular PS.

it hates me. I got it running like.... twice, and now, everytime I got to start it up, it crashes.

for the moment, that will work. once I start to get a bit more adventurous, I think the Photoshop and I will get along.
By that point, maybe I'll have more than a netbook so I won't be quite so leery.
