The whole proof thing is left over of using the imperial system. But they also have alcohol by volume on the labels as well.
But a lot of our view on liquor comes from lots of the early colonist and such were puritans. But also tons of Irish so we have fights verse the anti-liquor folks and those who don't care. Aka your distant cousins.

Also I think as the population shifts away from the tradition WASP to more of our current minorities you will see some major changes. Also a lot of it depends on the states. Actually the drinking age wasn't a national law, it was the states being blackmailed in the 1970's into the 1980's by the feds withholding highway funding.
