A lot of Middle Easterners have immigrated to to country, as well as all the countries up there. Just the same as they've immigrated to France, for instance.
I have a coworker from Sweden here, but his family originally moved there from Syria; and he talks about the discrimination between the Blonde-haired natives and the 'Blackheads'. From his accounts, the whole area is like that though, regardless of which specific country you're in.
Twitter unfortunately can't be easily confirmed to be legit either.

The police are evacuating central Oslo just in case there are more bombs.

Dagbladet said the police advised everyone to evacuate the city center and avoid large gatherings. Could just be complying with this
Or at least the white natives feel like its a lot. European countries tend to be ethnically homogeneous (Norway is roughly 90% ethnically Norwegian, let alone those of other European backgrounds and that's not unusual) so what appears to a North American to be a normal immigration level seems like a flood.
