MLA citation formatting for a historical document?

Usually Purdue's OWL guide serves for all my citation needs, but I just cannot figure out how to cite this National Register of Historic Places application.

    Well, this isn't MLA specifically, but it's from the National Park Service site:
    What is the preferred method of citation for a National Register of Historic Places nomination file?
    National Register of Historic Places, property name, town, county, state, reference number.
    Example:
    National Register of Historic Places, Lamesa Farm Workers Community Historic District, Los Ybanez, Dawson County, Texas, National Register #93000771.

    So in your case, it would seem to be:

    National Register of Historic Places, Pioneer Square - Skid Road District, Seattle, King County, Washington, National Register #706460004.
