Until Kojima/Konami eventually caves and says that it's not over, it is all the way over
So don't think of this as a Proper Metal Gear Game, think of it as a spinoff, like those other games!

it is very very obviously a console port of a psp game. the controls are goofy and even the hd updated graphics are really chunky and shitty
but you play mg games, so you're probably used to having to adapt to goofy controls
grinding out vehicle missions can be tedious, but you don't HAVE to do them
those negatives aside, peace walker is fan-fucking-tastic and has some of my absolute favorite quotes and moments, plot-wise
well it's in the HD collection so now you can play it on your PS3 on your TV

The guys who made Bayonetta and Vanquish are the dudes who are making this game
If you watch trailers for those games, they come off the same way, but when those games came out they were exactly as crazy and goofy as their trailers made them seem
I think it's just the fact that they're taking on an established property for the first time that's throwing people off, like they don't associate this particular brand of crazy with Metal Gear Solid
Which is a bit silly because MGS4 had scenes that was just as stupid as anything in that trailer, but it presented them in a (relatively) self-serious story, as opposed to previous Platinum Games work, which has never taken itself seriously, ever

Madnar isn't a snatcher character who made a cameo in MG games, it's the other way around. He was a pivotal figure in MG1 and 2 who cameo'd in snatcher
The PSP is still an incredibly viable platform in Japan. I saw more kids playing PSPs on Japanese subway cars than I ever saw DSes when I lived there, and this was just last year.

what we need
is a remake of the first two metal gears done in the mgs4 engine with all of the plot holes neatly addressed
snake eater, portable ops, and peace walker are all about what drove big boss to terrorize the world from outer heaven
mgs, sons of liberty, and guns of the partiots are completely about the aftermath of snake taking on big boss
what's missing? THE MOST IMPORTANT PART OF THE STORY
Oh right, yeah he built the first Metal Gear and stuff
But he was a pretty pivotal figure in Snatcher, wasn't he? Or his son was, anyway
It's not like he's just there for like, a second, or hidden in the background as an easter egg, he is heavily involved with that story, both directly and indirectly
If they're going to bring back Madnar they're going to have to lead into Snatcher, right?

But the Metal Gear mk. 4 or whatever in MGS4 was just like the Metal Gear from Snatcher! And they make reference to Metal Gears in Snatcher as a part of world history, and there's a character who was involved in Metal Gear production who is involved with Snatchers, and then people saw the Snatcher logo in Konami's art department, and they're mentioning Madnar again for the first time since those first two games, and he was the dude who was also in Snatcher, and and and

that was supposed to be a new snatcher property
they mentioned madnar in 4, after raiden's fight with vamp in south america they take him to madnar(off screen of course) because he's is chilling in europe and they were headed that way anyway
