To do so would require software that can encode to MPEG-2, which I believe requires a licence fee of some kind, so I don't think you'll find free software that does that.
There are dvd players that'll play video files encoded in other codecs, though. That might be worth a shot.

It does the conversion of the video files automatically, and burns the image to a DVD.
