Namco has a history of having "technically impossible" ai at times as well as irrelevant difficulty settings. SCIII's final boss had some pretty retarded unblockable moves that if it felt like spamming you couldn't really do much about it.
Home versions of MK3 had some bullshit stuff too.

yeah I remember I used to crank the difficulty on tekken 3 and fight until I faced king or nina where I would just drop the controller and hope they did the chain throws on me
