I have to say, it's a bit unfair to only allow public accounts on the list. My account will be pub come PAX itself, but in the mean time I keep my account private most of the year. That doesn't mean I don't add people back, just that I got tired of being spammed every time I accidentally say the wrong thing.

I've always seen it as a waste of time, not a matter of fairness. Private tweets don't show up on a list stream, so what's the point?
For example, many people don't individually follow people from the lists unless they want those tweets to show up in their everyday main twitter stream. They follow the list directly and look at it individually to see the pax stream. If you want people to follow you personally, they can do so from your post with your twitter handle in it.
I suppose if you'd like me to start adding private people to the OP text list I can, but there's zero point in adding private people to the actual twitter list if they're going to be private all the time, since their tweets will never show up on the list stream.
Now, qualifying that you plan to open your tweets during pax, that changes things a little bit and I'll add you if you want me to, but you never mentioned that you would make your tweets public during pax in your first post, just that your account was private.
