Everything is really close to water, which makes sense since in any pre-industrialized world.

Having flight doesn't really compensate for living far away from a large source of water. The land itself would have to be sustainable, which doesn't work without water nearby until the industrial age can come along and make long-distance irrigation possible.
Considering how protective the nations are of their borders, this likely isn't very possible.
