The game would take place before the events of All Hail Megatron and the big assault that the Decepticons make to drive back the Autobots.
In terms of characters, I actually wouldn't want you to make your own. Instead, I would encourage you to choose official characters that have never really been used in fiction.
Examples:
-A lot of the later G1 Autobots were never really used for much (ie. Autobot Double Targetmasters, Triggerbots). You could also take one of the Actionmasters and figure out what their altform would have been.
-Ditto for some of the G2 bots, although some of them were cannon fodder in the IDW-verse, so double check before you use.
-Some of the recently released toys that have more of the G1/Classics aesthetics, ie. Breacher, Tomahawk.

Repugnus was always one of my favorite toys as a kid. Just check out what IDW did with him and the other Monsterbots in Maximum Dinobots (or at least look it up on tfwiki).
Repgunus is also a bit of a rulebreaker, which wouldn't jive with IDW Magnus. We can definitely come up with a reason why they'd be working together, though.
