    Technology - cars and highways and rapid communications - enabled suburbanization and so suburbanization happened; the rise of the gritty city is hardly limited to America. It was exacerbated there due to bad tax jurisdiction issues and RACISM but inner-city slums are definitely not unique.

    If you like, cities just became a lot worse at making ensure ethnic slums remained contained without becoming any more competent or for that matter enthusiastic about un-slumming said cities. And ending slums whilst grumbling about those people living there always ends badly, you get corners cut by both well-meaning paternalists and malevolent racists in order to teach those people a lesson. A lesson in how to be more like us.

    I do sympathise, but if it is any consolation, if we were actually speaking, it would be more confusing, as I speak fast, while combining NZ, British and American idiom

    hey's doing great. looking lean and mean for a 10 year old dog. or for a much younger dog for that matter. Got to go to the hill country area of texas a couple of weeks ago for a pre-new job vacation and he got swim and fetch in the river for a crazy amount of time. His stamina is still amazing. I think the limiting factor for him at dog parks is that the gravel rips up his paws and not so much that he's getting tired or sore.

    Dog seriously loves fetching in water. that is his most favorite thing.

    Perhaps something akin to aboriginal reservations? I'm not sure about the US situation(I imagine it's similar, if not worse), but here in Canada it can be pretty... messy, a lot of abysmal poverty and government that's hesitant to step in(and reserve officials hesitant to have them step in).

    Heh, that's great. Our previous dog was 18 before he went on to the eternal doggie park, so you know...10's not that old.

    Our current dog is scared of swimming, but his favourite thing is balls. As long as it's rounds, he wants to chew on it. When there is a ball in the water things get very problematic. He can spend ages on the shore staring at the ball, stretching all the way out trying to grab it even though it's still a few feet away. He will whine and look around for help, after a few minutes he'll dip his paws in the pond hoping that he feels the solid ground, a few minutes later he will rush in, grab the ball and try to sprint back on shore, with that mad dog look in his eye.

    When you try to grab him he will dodge you, run away and try to find a place to reach the ball where you can't reach him. He absolutely ignores everything else in the world except that damned ball.

    As a result we have like 20 balls stashed away somewhere that he has found in the park over the past year.

    Municipal rather than rural sub-governments, though, which can turn out decently well. It's why there are -towns at all (China, Korea, German, etc.). Indian reservations tend to bad political economy esp. when their privileges are over, say, casinos.

    The other key fuel for kleptocracy is a copious supply of domestic savings to loot. The reason Chinese savings levels are so high is the one-child policy.

    In most developing countries the way that people save is they have multiple children hopefully to generate a gaggle of grandchildren all of whom are trained to respect their elders. Given most people did not live to old age if you did you became a treasured (and well cared for) family member.

    This does not work in China. Longevity in China is increasing rapidly and the one-child policy results in a grandchild potentially having four grandparents to look after. The “four grandparent policy” means the elderly cannot expect to be looked after in old age. Four grandparents, one grand-kid makes abandoning the old-folk looks easy and near certain.

    Nor can the elderly rely on a welfare state to look after them. There is no welfare state.

    So the Chinese save. Unless they save they will starve in old age. This has driven savings levels sometimes north of fifty percent of GDP. Asian savings rates have been high through all the key industrializations (Japan, Korea, Singapore etc). However Chinese savings rates are over double other Asian savings rates – this is the highest savings rate in history and the main cause is the one-child policy.

    The Black Panther movement was not looking for that. We do have those type of reservations for our Native Americans/American Indians/First Nations folks. And trust me it is pretty awful on many of those. Soul crushing poverty barely cuts the surface in some. Though since they are technically foreign territory that is not foreign and there are many different groups over varied areas the differences between one reservation and another can be startling.

    Also I am not sure the Black Panther movement had any sort of political goals that would accomplished anything outside of a most hostile majority population. So I feel the results if they were the head of the civil rights movements would of been much less change and much more violence by the end.
