I'm looking into password managers. So far, keepass looks promising. I think I can put the USB version on my desktop, then access it via Homegroup, which is nice. The problem is that there's no iOS version from what I can see.
Are there any options that can run both on PC and iOS, but don't store the passwords in the cloud? Or, barring that, cloud-based solutions that seem rock solid across all platforms?

Nice! Is there a way to keep instances synchronized? So an iOS version had the same passwords as the PC version(s)?
Well the way keepass works is with an encrypted key database file, and then multiple factors of authentication to open that file. Most people can safely sync the database file with dropbox or some similar piece of software; as long as the other authentication method(s) aren't in dropbox it should be safe. If you don't feel safe using dropbox, you can just move the key database file around manually.
If you make changes in both places though, I'm not sure if there's a way to easily merge them... hence why people use some sort of cloud storage for the database file itself.

I've been using LastPass for about half a year now and I'm pretty happy with it. It's all built into a single Web Browser extension which install for whichever supported browser you're using (Internet Explorer, Chrome, Firefox, Opera or Safari) and synchronises any stored passwords onto a central server. Yes, it is cloud based, but since it's pretty widely supported it seems like a good option. As for security, all your interactions with LastPass are encrypted on your local machine using your LastPass password (which LastPass doesn't have access to), so at no point do any of your usernames, passwords or even websites appear in format that's readable by LastPass. The only issue I really see is that the free version isn't supported on mobile devices (except for the iPad it seems), so you'd need to shell out $12/year if you also want to use it there.
