I assume that all players can investigate until proof is shown otherwise, and I also assume that all players can receive negative effects until shown otherwise. We haven't seen one yet, but if they're sort of like CYOA events, then I would say that something negative can definitely happen.
If they aren't, there's the possibility that the risk/reward is simply "Can you be high profile enough to get voted, ensuring a positive effect, but then risk being seered and or scrutinized more than if you had simply passed the vote by"
