I could either go disarm Tokyo picking up on the way Osaka card, picking Shangai that discrider will discard at his turn and get back to cure the turn after, or go disarm Oh-chi-min getting Manilla going and Hong kong getting back. I'll cure red in 2 turns without any help. Focus on black.

Yeah our victory conditions are (from the expansion rules)::
The players win immediately by either:
a) discovering cures to all 5 diseases OR
b) discovering cures for all 4 standard diseases and—at the same time or later—fully treating the purple disease (resulting in 0 purple cubes on the board).
Ah, sorry, I thought you had an action left after you cured yellow, with which you could have used to get to Baghdad.
Still, getting the Baghdad card to Baghdad is probably a good idea for Daemonis's next turn.
Hm. I don't have the actions to do all that. I can grab Kinshasha from Daemonis (Daemonis -> jdarksun, take Kinshasha), but I can't Cure Yellow (jdarksun -> El Skid, Cure Yellow) and get him to Baghdad as well (Daemonis -> El Skid, Daemonis -> Baghdad).
Still, it has been like half a week. Gonna put some orders in, @discrider and @Daemonis to override as needed.

I could cure red and Daemonis could still cure black, if he or discrider draw the last black card this turn, since Daemonis will have the last turn with 0 cards left in the deck, not me.
Now, discrider must end his turn in kolkata without discarding the card, so Daemonis could get there and draw it during his turn. He could do that by flying to shangai and walk there. And since he has the extra move he could jump to santiago getting away 6 cubes before that. Daemonis will get it in his turn, jdark will give him Karachi in his, than if Discrider has the last black he goes there to give it to daemonis who will get it than cure, if Daemonis has it he go straight to cure.
That plan has around 28% chance of success, even discounting outbreak death. Other plans are welcomed...

Used before the last epidemic (that can't be this turn but any from the next is possible, last epidemic is between last 11 cards) will shorthen the reshuffled deck, so will be easyer for the cards drawn after last epidemic to return. And from the 9 cards we draw since last epidemic 5 are direct outbreak risk, 2 are secondary outbreak risk (will outbreak coming out after the linked city), and the single disarmable one is Oh-chi-min. Using it after the next epidemic (immediately after, no sense waiting more) will dilute our current risks, at the cost of potentially draw in more (specially mutations).
Substantially using it now will decrease the outbreaks before the next epidemic at the cost of encreasing them after. If the next epidemic pop out early using it now is bad, if it come out late is good.
That said, I will be for waiting if not for a fact: the first card to pop out will be a mutation (arranged there by el-skid a lot of time ago) the other two are between Tokyo, Washington, Hong-kong and Delhi. And Delhi is a 5 purple outbreak now. It will not kill us but we will have only a purple cube left.
So potentially I could move around on my next turn curing outbreaks.
So, I should probably wait til the epidemic to use the card, as any mess that doesn't kill us could potentially be averted?

Agreed . We have also to choose where to use resilient population. But we have some time, since we could use it just after the last epidemic show up.

I'm thinking that it should be used before the next epidemic comes through.
