Help naming an actor [Solved!]

This guy always plays secondary or tertiary characters. He's familiar enough that I'd recognize him in a second but can't think of a particular movie he's been in or his name.

He looks a lot like Scott Adsit in terms of his face and hair. Any ideas?

    I'm of the opinion that he's amazing in pretty much whatever he does. He was one of the only reasons I actually sat through and watched Voyager.

    Robert Picardo is really a stellar actor. He's basically one of the only reasons Voyager is worth existing, and that's not just his acting skill but that he rewrote his own lines when they were shit.
