I'm going to take the firm stance that it's never necessary to have breast jiggle physics. Breasts don't just jiggle independently of bodies, and they don't just flap around as you walk. If you are trying to make a 'realistic' game with realistic graphics and physics, give it as much thought as you would on, I dunno, stomach fat or fatty underarm physics.

I wasn't necessarily referring to you, more developers that talk about their breast physics
I had a Skyrim mod that gave me a non-violent shout that, when used, literally blew off all the clothes of whoever I was targeting. I used it frequently on essential NPC's who pissed me off.

Honestly. If devs are so concerned with realistic physics I would prefer they focus on hair before they do anything else.
Playing Dragon Age Inquisition reminded me once again how elusive good and dynamic hairstyles still are in game.

There are games that do breast physics well. On it's own it's just part of the physics engine that makes more believable characters and falls in the same category has hair physics, muscle physics, perspiration, and the like.
Then you have things like DoA where they forget things like sports bras exist and have breasts bound around overzealously in ways well beyond what would happen in real life and as if they were sentient lifeforms with minds of their own. It's supposed to be sexualized, but ends up comical because it's being designed by people who seemly have no idea how breasts actually behave. I'm less aroused by DoA than I am concerned that the characters should be in the hospital for back surgery by now.
I go back and forth on this; on the one hand, 99% of the reasoning is because the developers want to put bouncing boobs in their game.
On the other hand, sometimes it's a necessary evil. FFXIII features moving clothes, hair, accessories, etc. Yet Vanille hops around in that top with no movement whatsoever. It's a weird case where the lack of physics distracted me versus the former. Or maybe it's because I was anticipating it at that point, I dunno.
Disagree. I would be perfectly fine with all female characters ever having magic sports bras or whatever.

I think there is one character with moving hair in Inquisition. One! Nobody else's hair moves. I get that it takes a lot of work to get it to look right, and the gains are likely outweighed by the potential problems, but why just one character?

The hair in Inquisition was so bad (on the PS3 version) that it was a large contributor to me returning the game.
Anybody's hair that was darker than a light brown was covered in so many "shiny" effects it may as well of been white.
They actually had to release a patch to reduce the shininess of hair on lower texture settings because it was so distracting!
People made fun of TressFX when Tomb Raider 2013 came out but no other game has had even remotely decent hair. I'm really bummed no one else seems to be working with it.

When Sharla had the jiggle I was like "Well that's dumb"
But when I saw the jiggle physics for a particular character later in the game I literally said "OH COME ON" out loud at my TV
Like I had to look at that Jill Valentine gif for a minute to realize what was up with it
It's especially bad considering how they jiggle over the slightest gestures.
It's a cutscene nightmare.
