The way I used to remember was if you're looking at a standard compass with north at the top, west and east spell "we". You can also think West Coast/East Coast, if that helps.
Though looking at that picture, it could be a perspective thing. If you were below it and looking up, it would be correct.
If you would encounter a physical weather vane or weathercock (heh), you would be looking at it from below. I think this is the kind of perspective the artist had in mind.
Yeah, just a perspective thing. I actually saw it the correct way at first, and had to force myself to see it the "wrong" way, after which it messed with my brain a bunch to get it "right" again =P
The compass point part of the thing is supposed to be fixed pointing to the actual directions based on wherever the building is, and the rooster part rotates freely on top with the wind.
The way that's drawn though it looks like it's all one piece with the rooster permanently facing west or southwest, which I think is the confusing part.
