Identify the (Probably European) Cartoon

There's an old cartoon I had on VHS as a lad (no later than 1991 I think), which told the story of a boy whose younger sister develops a learning disability - heavily implied to be autism - after she turns three (I believe the narrator says "but when she was three, oh deary me"). To be more accurate the cartoon tells her story from the boy's perspective. The on screen characters spoke gibberish and the narrator translates for us. Near the end the boy is playing with toy soldiers and stuff and the sister wrecks them, and he and his mother talks about the difficulties the family faces. This was almost certainly a European creation, but I'm wondering if anybody knows the title?
