    Let's all stall togheter!Spend a command counter from command to do a Transfer action between HS and Cormund. Move the carrier from HS with 2 PDS (1 from Hercant, 1 from Kamdorn) and a GF (from Arretze) to Cormund and land everything on the planet. Move Carrier from Cormund back to HS hoping the Gravity will not crush it. Activate Space dock on Arretze to buid 2 GF with the free resurce from Sarween Tools.

    It's actually one trade good total for having any active Trade Agreements, so Hacan, Yin, and N'orr should receive one fewer Trade Good each than what you've listed. (This is also clarified on Page 5 of the FAQ.)

    It appears that L1z1x[1] <--> Mentak [1] and Saar [1] <--> Mentak [1] are both on the table, subject to various parties' approvals.
