That said, we've already moved beyond this stage, in terms of device security. New designs already make the assumption that is possible the manufacturer has been compromised so deliberately put breaking into the phone beyond their reach.

They want the key to the filing cabinet and right now anyone can tell them to just fuck right off instead of giving them the key, and there's little they can do in response but fuck right off. They are essentially looking for a skeleton key to all filling cabinets so that no one can tell them to fuck right off anymore.
