Sadly from a Canadian perspective FC Edmonton will probably be dead. Everything I've heard is that the USL absolutely doesn't want them, as the flight is considered too much of an expense for most USL budgets.
The hilarious thing being that now that NHL is coming to Vegas and there's the rumor of the Raiders moving there, MLS will have a ton more competition in the city than they would have if they had gone for there initially.

Deal apparently 99% done which would leave USL as the sole division 2 league (NASL would not even be div 3, they'd just be dead).
Cosmos officially dead, only 3 other NASL teams not currently negotiating with USL.
Miami is apparently interested in making the switch, but it's looking that (due to the Miami Beckhams) USL/MLS may not be interested in their joining.
Puerto Rico is apparently interested in joining and is not being considered out-of-hand the way that Edmonton appears to be.
