I don't think you can say someone 'stole' a concept like super heroes being outlawed. I'm pretty sure there have been lots of instances where similar ideas have been used.

Disney had already stared pre-production on Toy Story 3, completely independant of Pixar until crazy old man Eisner finally left and they bought Pixar.
Lasseter totally scrapped the project when he was put in charge.
I think it may have also been said that Disney bigwigs still want a Toy Story 3, so it will be made eventually, but now the Pixar people are doing it instead of the jerks who worked on Chicken Little.
