Liquid Snake or Liquid Ocelot?
In the hypothetical nonexistent universe in which I lose, Liquid Snake.
His genetic deterioration has left him with a vagina on either buttcheek, and a penis of different temperature needs to be inserted into each of his backside orifices to... activate him.
As much as i'd like to see him in there, Leon Kennedy just wouldn't work.
Firearms are his bread and butter. Sakurai does not like weapons that do not shoot brightly colored lazers. Outside of the Las Plagas remover lazer, what's he got besides a sweet drop kick and suplex move?
Don't tell me explosives would work, because Snake's got that covered and Leon would feel like a clone.

But yeah Marth and Sonic have both proven that a moveset based on different versions of the same attack can also work.
I usually avoid these but I will attempt to make an ideal moveset for Leon.
B- Knife toss up->Slash (the move he does to cut Krauser)
B (side)- Throws out "that dog" at the enemy
B Up- Flips through the air dodging lasers
B Down- Flash Grenade (similar to Mewtwo's b down)
A- Fast jab
A (tilt)- Thrust kick
A (crouch attack)- Bear trap (like game & watch floor board attack)
A (Forward Smash)- Roundhouse kick
A (Down Smash)- Rocket Launcher
A (Up Smash)- ???
A (running)- Lunge attack (similar to his window jump)
Grab- Two handed grab
Grab Hit- Strangles you
Forward Throw- High kick to the face
Backward Throw- Suplex
Up Throw- ???
Down Throw- Jumps on enemies shoulders and stabs them in the face
Final Smash- Mike wrecks havoc and then crashes. Orrrrr Leon freezes everyone with liquid nitrogen then blows them away with the handcannon (instant kill). Orrrr he puts a grenade in their mouth ala Remake (instant kill).
