Map art of the 1600-1800's/good web based drawing tools

Alright, help me history majors and collectors of antiquities.

I started drawing up a new tattoo for my left sleeve, which thus far consists of very victorian influences, mixed with a few other random things, and I felt like going to grab another tattoo so I figured I'd go get my nautical compass rose (ie DaVinci's design). Being a simple, symmetrical piece, I found Paint more than adequate. I wanted it to be simple since I'm short on cash right now, and I know I can add to it later. So I'm counting the Paint jpeg as stage 1. Now I want to go ahead create stage 2 since it's slow at work today.

What I need from you guys is a decent web based image editor, more evolved from Paint at least, and some images of old maps that I can pull sea monsters and other random period art off of.
