I have no idea how to transform him; looks like he turns into a tank or some sort of crane (he's got a detachable weapon that looks like it turns into some sort of scoop)?

It's Metroplex, from the Transformers Cybertron toyline. He first came out about this time two years ago, I believe.
EDIT: Unfortunately, it appears that his instructions are not in Hasbro's instructions archive on their website. I could ask on another board if someone could scan the instructions for you, if you like.
In the mean time, Seibertron's photo gallery should be able to give you a pretty good idea of the alternate mode.
