So, I'm getting a tattoo with a couple of my roommates as a kind of bonding, we-did-this-together thing. They're not matching tattoos or anything like that, it's more for the experience.
I've decided I want to get the Union Flag and the phrase "Live Forever" on my left shoulder blade. The phrase is from the Oasis song, and so much about the band, the song, and the phrase itself resonates with me.
I'm looking for suggestions on how I should arrange the two, and what style they should be drawn in. Any ideas?

As for the question, assuming you aren't going to some random shit hole of a parlor, I would ask the artist to arrange it if you aren't sure. They do that shit for a living and know what looks good where and what doesn't.
My friend said to make it stylised like the British punk scene, like Sex Pistols or Clash era, with a blocky font, but I didn't think it would really flow with the meaning of the tattoo.
Any opinions on whether to make the flag flapping or relatively flat? Text above, across, or below?

Since you've chosen a quote to represent a Britpop band, not a Punk band, I think punk imagery is out. I'd say use the font Oasis uses for their logo, but it's sort of bland. Chavvy or not, I do sort of like Gothic Font tattoos, but that's just me. Also, I'd think twice about getting any text inked on you, as musical tastes change and you may not be as big an Oasis fan in 5 years. Live Forever is sort of generic though, you could get away with that anyhow.
Edit: there's a brit pop documentary named after the same song, the logo for which features gothic lettering by a noted british artist involved in the scene.

Use the symbol from The Masterplan. Instead of having two guitars though, maybe throw the flag in the center. And for the font, just go old English...because it's fucking English.
Ask your artist. Any halfway decent artist will draw it out for you before they place it on your body.

A good tattoo artist will be able to adequately answer all of your questions and more. They can tell you whether a flat or a rippling flag will look better on that part of your body and can suggest layouts.
Personally, I would never ever get a tattoo in any Old English style font. That font is associated in my area with gangbangers and wanna-be gangbangers.
