Fuck power outages (Help with PC)

so the power just flickered on and off at my house while my desktop was on

now when I try to turn on the desktop, it won't boot windows

i can't even get to the BIOS, there's just a blinking bar in the top left corner

does anyone know how I can get my computer working again?

    Is your computer plugged directly into the wall or do you have a surge protector?

    Do the fans turn on when you press the power button, but nothing else comes up?

    If so its probably a dead motherboard, not a whole lot you could do besides replace it. Then get a good surge protector(Make sure its an actual surge protector and not a power strip).

    we have an older power strip

    but yeah, the boot screen for the bios comes up, but If I try to go into the boot menu it just it just beeps and doesn't respond
