Now you might argue that they are saying this is how any human would react, it just so happens that this game is set in Africa so it is Africans we see reacting. But that ignores the previous Resident Evil games in which we don't see other races reacting this way to a zombie outbreak. So it could be interpreted that Capcom thinks Africans are behaviourally distinct from, say, Americans and would react in a more debased fashion given the opportunity.
