"Sir? What should we do?" A young woman stood behind him, shifting her feet nervously across the carpet.
The Police Chief had never seen anything like this; thirty years on the force, and for the first time, he had no idea how to proceed. He was looking out the window at the mob gathered below; angry, desperate people, many sick and injured, who just wanted their lives back. First, the military quarantined them in, then the gangs started warring in the streets. Add in the reports of a "flying electric man" rampaging through the city, and he couldn't blame them. They were scared. Hell, he was scared. Thirty years on the force, and he was scared shitless.
He took a long sip from his coffee. It was bitter and cold. So was he.
"They want blood? Give it to them." He turned and regarded the officer, jaw set and eyes hard. He may be scared, but he'd be damned if he showed it to his subordinates. "Send someone down there to start taking votes. If they think they know someone worth condemning, so be it."
The young woman was taken aback. "You're really going to let them murder a man? In cold blood?"
He frowned dismissively. "Of course not. I'm not a fool. We'll arrest them and find a cell. When we get out of this mess, we'll let anyone innocent out. Hell, they'll be safer in here anyway."
The officer half-smiled, relieved. "I'll get right on it; I'll collect the votes myself." She turned sharply to leave the room, all confidence and zeal now that she had a direction.
"Oh, one more thing," the captain said, causing her to pause. "Get some fliers up calling for recruits; we've been getting slaughtered out there, and at this point, I'm willing to deputize any man or woman willing to help."
"Yes, sir!"
