Windows 7 Can't uninstall program off of an external hard drive isnt there

Alright, hopefully this problem will get solved relatively quickly. A while ago I didn't have a lot of room on my laptop so I installed Steam to an external hard drive. Unfortunately, I don't have it anywhere near me and have stopped using it for steam since I have moved on to a desktop.

However, I would like to maybe start of EVE online, and would rather buy that off of Steam. The problem is, I can't uninstall Steam because whenever I try to uninstall it or install a new one I get "Error 1324. The folder path 'Games Install' contains an invalid character."

So I can't uninstall it since I don't have the external hard drive on this side of the country with me. I tried using Regcleaner to get rid of any reg entries I could find but... I am out of ideas. Help?

edit: It is looking like you can just download it for free anyway, so I could switch to my desktop once I get back to that without having to buy the game again, so I don't think I even need steam anyway, and this thread may not be very urgent at all besides maintenance.
