last place I lived, a tenant just a couple of units down the hall brought home a small dog one day
I don't know the story behind it, but my guess is she was dog sitting for someone and brought it to her apt
dog barked and whined constantly when she wasn't home
and she went out late almost every night
so middle of the week the damn dog would be barking and whining until 1 am or so
I don't know if she got fined but I know she got a letter from the building management
but it still took a couple of weeks before the dog was gone

I have a goldfish but due to the air conditioner in my apartment being stuck on a constant two degrees celcius, the water in its bowl is iced over and he has not moved for a while so I do not think he is capable of disturbing the neighbours.
