A lot of people don't understand that a well-fed animal is generally not going to hurt something considerably smaller and weaker than it is if it doesn't think it's in danger.
if I saw just the picture by itself, I would be wondering if the bear later killed the dog
a polar bear playing with domesticated dogs is pretty atypical behavior
