SabreMau's a quality guy, but not worth-9-minutes-of-my-time quality.

I didn't get that either, but he's the guy with the 1450 IQ, so I guess he knows what he's doing. Maybe they were just there for display purposes instead of data entry.
Not in this episode; the nickname was used in Barclay's first episode. Wesley came up with the name and it stuck around.
